There is one important exception to that statement, which is why the bellicosity of McCain worries me as a citizen of the world, and not just a (critical) friend of the United States. Namely, the fact that your Congress has more or less de facto abrogated to the President the responsibility for making war.
Which is why I don't think the "apocalyptic fears" of McCain's detractors are quite a ludicrous as you do.
